“Equalizing Opportunity Through Educational Finance Reform”
نویسنده
چکیده
We analyze the reallocations of educational expenditures required to equalize opportunities, according to the theory of Roemer (1998). Using the NLSYM data set, we find that implementing an equal-opportunity policy across men of different races, by using educational finance as the instrument, and ensuring that no race received less than the average observed nationally, would require spending nine times as much on black students, per capita, as on white students. Equal-opportunity policies across men from different socio-economic backgrounds that ignores race does almost nothing to equalize opportunities across races. Raising the school-leaving age by one year, as opposed to increasing spending per pupil directly, is a relatively inexpensive way of reducing inequality of opportunity across races, but the reduction in opportunity inequality it achieves is very small. Equalising opportunities in health through educational policy
Despite the growing prominence of theoretical analysis of inequality of opportunity over the past twenty years, empirical work towards the normative evaluation of real-world policies has been minimal. This paper seeks to address this issue. It proposes a normative framework to model the influence of educational policy on health outcomes, grounded in Roemer’s model of equality of opportunity. We...

What impact does school quality have on educational outcomes, and what aspects of school quality matter most, remain hotly debated issues in the economics of education. Ambiguity mainly comes from empirical difficulties in separating school effects from the role of various confounding unobserved student characteristics. In this paper, we are able to identify the role of school quality by taking...

The school finance reforms (SFRs) that began in the early 1970s and accelerated in the 1980s caused some of the most dramatic changes in the structure of K–12 education spending in U.S. history. We analyze the effects of these reforms on the level and distribution of school district spending, as well as their effects on subsequent educational and economic outcomes. In Part One, using a newly co...
